Every WALayer plan is priced per connected number, not per message. Fair use is what keeps that honest: no meter on volume, a ceiling on pace — and every ceiling protects your number more than it protects us.

A new conversation is a first message to someone who has never messaged you. Cold outreach at scale is the single fastest way to lose a number, which is why this limit exists and why warmup holds new numbers well below it.
Why metered at all? Because no one operating WhatsApp numbers can honestly sell uncapped throughput. WhatsApp bans numbers that behave like bulk senders, and sending infrastructure is shared — one number behaving badly affects the reputation of the platform every other number depends on. Pacing per number, throttling instead of cutting, and logging every throttle event is what keeps the promise deliverable. The ceilings sit where real business traffic never notices them.
Sustained volume far beyond what these ceilings imply is bulk-sender territory, and we will start a conversation about partner terms before WhatsApp reaches its own conclusion — a conversation, never a silent cut-off.
